Mr. Jbionne Pagalan (extreme left) of the Department of Social Welfare and Development (DSWD) Caraga encourages the members of the Gender and Development Coordinating Committee (GADCC) not to give coins to Badjaos when asking for alms on the streets. "It only makes the Badjaos to become more dependent on the act of begging on the streets rather than to accept the training and livelihood programs being provided by the government," Pagalan stressed.
