The award is part of the on-going program of President Gloria Macapagal Arroyo through the “Handog Titulo ni Gloria “Comprehensive Agrarian Reform Program being initiated by the Department of Environment and Natural Resources (DENR) in Caraga Region under the leadership of RED Edilberto S.
