Tandag City Mayor Roxanne Pimentel emphasizes in
her "State of the Children Address" during the celebration of 1st
Children's Congress that "everyone must know and uphold the rights of
children and encourage all sectors of the community to be cooperative in
raising up the Filipino children and protect them fully to become responsible
